After catching a Yakuza plot to kill Kenshi Takahashi on a wiretap, Jax arrived to defend the blind swordsman from the assassination attempt. The two planned to part ways after the Yakuza were neutralized, but Shang Tsung ambushed the two to steal Kenshi's sword, Sento.
Jackson had seen Johnny Cage's movies about Outworld, but had believed them to be works of fiction up until Shang Tsung's attack. Upon learning of the threats Earthrealm faced, he got the FBI to form the Outworld Investigation Agency, with him and Kenshi as agents.
