Zohakuten has the combined Blood Demon Art's of four of his clones: Sekido, Karaku, Aizetsu & Urogi which Sekido absorbed three of them.
Zohakuten has electricity manipulation which comes from Sekido, Wind manipulation comes from Karaku, Spear projection from Aizetsu and Sonic screams from Urogi.
He was even be able to use all of them at once. and he has his own Blood Demon Art which was wood manipulation to create stuff like dragons and a burl

Kinda hard. Tanjiro had undergone explosive growth between Entertainment District Arc and Hashira Training Arc. So.. i'd say that its tied or Onaga wins unless Tanjiro can activate his DS mark + Transparent World and Selfless state then he wins

But here's my reason why Akaza wins:
As a human child, he endured numerous beatings and he didn't flnch against them and at the age of 18. He murdered 67 swordsmen with his bare hands while using the Soryu Technique.
He has immense regeneration after his arms were cut off by Kyojuro Rengoku and after he took Kyojuro's strongest flame breathing attack head on. Which he was already regenerating from his wounds
And in the Infinity Castle Arc. After being decapitated with an nichirin blade, he was able to continue to fight without his head.
Akaza has immense speed to keep up with the strongest fighters, even being be able to keep up with Kyojuro Rengoku.
And finally, his Compass Needle technique allows him to determine the strength of anyone at a first glance (which is used with his insane high extrasensory perception) which allowed him to detect anyone's presence even in his blindspots and predict how and where his opponents will hit him. Also his Compass Needle can sense their opponents battle spirit
And his Compass Needle technique allows him to adapt to his opponents attacks.
