Ashrah? yes, the rest? no
That's a possibility
I prefer MKX mainly for one reason, it does not make sense to me how Mileena can perfectly imitate Kitana's voice with MK11's Tarkatan teeth. I'm pretty sure she would have trouble speaking with that mouth
Besides, she's not full Tarkatan so it make sense for her mouth to have both Edenian and Tarkatan features like in MKX

Kotal was defeated by Kung Jin... yes, Kung Jin of all people. Liu on the other hand is the champion
She got 1 vote (25%), only 4 people have voted
I'm surprised Rachel (whoever that is) got any votes at all
Outworld life is the way to go, survival of the fittest is the best way to live instead of our world which is ruled by weak, pathetic pencil pushers. If I had to join a team, then I would help Outworld
Oh wait, did not see D'Vorah, that woman is op
Reptile should technically be able to take them all down, he just need to camouflage and then spit acid in their face, unfortunately, he's always nerfed
Its an MK wiki, who do you think people will vote for? Jade all the way
To add to what I stated above, I value story/lore so much that I decide my main by how much I like the character regardless of their moves/gameplay. I will play with them until I'm at least decent enough to win some online fights. For example, I have never used Johny Cage, not even once (except when I'm forced to in story mode) due to how much I dislike the character. They could make him op as heck and I will still NOT use him. However, in MK11 D'Vorah will show as my most used Kharacter in every mode, followed by Sheeva. In MK9 it was Reptile and Sheeva while in MKX it was Reptile and D'Vorah. I play them due to their lore, not their gameplay.
Story, I'm a lore guy, I don't play games that lack lore. Mortal Kombat is an insanely big Universe with incredible potential, potential that is wasted by Netherrealm Studios. MK could be as big as Star Wars with shows, movies, comics and games all connected and in the same Universe like SW does.
I can imagine some Earthrealmers telling Tarkatans they feel "offended"... I'll be sitting on the sidelines watching and laughing
Stealing is Stealing, Actions have consequences. What kind of leader would Kotal be if he applies the law to some but not to others? The problem in that scene were the Earthrealmers who tried to force their culture and "morality" into Outworlders.
I say, Commander of the armies (Baraka) constitute being in the council. I mean, aren't we all servants anyway? You still have a boss, he decides if you get paid, if you get to work, etc and it's better for you to not piss him off. Same applies to Shao, yes, he can execute you on the spot but he don't do that unless you are a traitor or something like that.
And yeah, it's time to end it. It was nice though
Shao Khan's council is perhaps the most diverse in all fiction. It has:
Humans ( Shang Tsung, Erron, Kano)
Saurians (Reptile, Chameleon)
Kytinn (D'Vorah)
Shokan (Sheeva, Goro, Kintaro)
Edenians (Sindel, Jade, and Kitana before turning traitor)
Tarkatans (Baraka)
And many others
The kind of people that would NOT do well under Shao Khan are:
Twitter warriors
The kind of people that say stuff online that they wouldn't dare say to somebody's face.
Pencil pushing Politicians
Actors/Singers (they would not have as much influence which is great)
Among others
Sound like a great society to me
At what point has there been any sign of Shao hating humans? He trained Shang Tsung in Soul Magic, had Erron Black as one of his high-ranking officers and even uses Kano's services. Shao don't care about your race, he cares about your efficiency. Outworld is a Meritocracy, as long as you are capable, you have nothing to worry about.
