Can they even hold their breath with no lips? like they could have the throat seal that some animals have, but idk
Probably they can somehow close their throat.
Probably they doesn't swim, because oceans are rare in Outworld and mostly toxic or dangerous. Also Tarkatans evolved to live in deserts and similar biomes and survive long without water
